Suggestion to GNOME/KDE: Windows/Applications should "remember" last window size & placement?

Cannot speak for Gnome, but KDE can do this already. Try right clicking on the 
menu bar and selecting advanced -> special window settings. You can tweak the 
window behaviour to your hearts content from there...
