Because you need to evaluate whether the new configuration is 
significantly different enough to justify your migration from the 
old configuration file to the new one.

"diff old-file new-file"  will show you the differences.  Very often 
there is only a difference in a comment or a date but other times 
new features have been added to the package that only the new 
configuration file will address.  Consider "warning" to be a 
synonym for "please review".
