What do you mean by "dummy key"? The sshd initscript generates a key if 
there is not one present when it is run. This key will be different on 
each machine, unless you have done something like "ghosting" an install 
so that multiple machines are bit-for-bit identical.

You'll need to install an X server then. If you don't want to pay for 
one, try Cygwin.
