Implementing secure FTP server - best package?

When I saw the word "secure", I thought encryption etc. But it looks like 
that isn't what you meant. What do you mean by "secure"?

I'm using Proftpd :) It seems to do the above, though I don't know about 
commercial RH for sure but I don't see why not.
