Apache: httpd; apachectl status and fullstatus. [FrontPage install fails]

Final note: IGNORE STEP (3) in the instructions.  Uncommenting
the <VirtualHost *> ... </VirtualHost> block causes the administrative
step (port 8090) to fail.
