installing yumex by yum (FC4)

But that would be addressing the symptoms rather than the disease
itself. Installing the Fedora Extras GPG key would be a much better
solution:

# rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-extras

The strange thing is though, that FC4's out-of-the-box configuration
should prompt you to install the key from this location the first time
it is needed, since /etc/yum.repos.d/fedora-extras.repo contains:

gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-extra
