Setup Internal caching DNS Server

Rogers (cable company) in Canada is one of them.  They have plans for
consumers and businesses, but their agreement stipulates you can't run
DNS servers under any of their plans.  

Rogers has also banned email servers. Well, you can't send email using
port 25, so authenticating with their servers first is necessary.  In
the end, the effect is the same.

I've been looking for a DSL alternative for years, but in my area there
are no other options.
