Upgrade from RHL 7.3 to Fedora error ImportError: /usr/lib/libpopt.so.0

I have RHL 7.3 on a homegrown i686 platform, trying to upgrade from RHL 
7.3 to Fedora.  I put the Fedora CD 1 in my drive, I re-boot, then 
within 30 seconds I get the following error message:

ImportError: /usr/lib/libpopt.so.0: cannot read file data: Is a directory

Installation stops at that point and all I can do is re-boot to RHL 7.3.
