Permissions for apache directory

This may be an SELinux issue. Make sure you have UserDir enabled in 
httpd.conf, then do:

# setsebool -P httpd_enable_homedirs 1
# chcon -R -t httpd_sys_content_t ~user/public_html

(see "man httpd_selinux" for details)
