a quetion about the kernel

I was reading news about the kernel and I see that 2.6.14 has been 
feature-freezed. I guess that means that it's moving towards release. But, 
FC4-released is still on 2.6.12. This is not a complaint - I'm just curious 
about the process. Is FC4 moving towards a 2.6.13 release, or is that purely 
a feature testing version, and will 2.6.14 be next, when it's ready. I ask 
because there are several new features in 2.6.14 that are of interest to me.
