Jared,

What does cat /proc/sys/net/ipv4/tcp_ecn produce?  Try setting it to 0
if it's not already.

Also,  if this is a DSL/cable connection through an ethernet I/F, check
link speed and duplex (mii-tool).  Make sure they match your modem.

BTW:  I cannot ping www.redhat.com either
