My /etc/sysconfig/ntpd is:

[root at fc4host ~]# cat /etc/sysconfig/ntpd
# Drop root to id 'ntp:ntp' by default.  Requires kernel >= 2.2.18.
OPTIONS="-u ntp:ntp -p /var/run/ntpd.pid"

And step-tickers is:

[root at fc4host ~]# cat /etc/ntp/step-tickers
0.pool.ntp.org
1.pool.ntp.org
2.pool.ntp.org
clock.redhat.com
127.127.1.0
