In my case with Teamspeak, setting it to 0, 1 and 9 makes Teamspeak work.
Setting it to 3 or 11 makes it not run and it coughs up the error outlined
here:
https://www.redhat.com/archives/fedora-list/2006-March/msg06306.html

So if this is a bitmask, the second bit is the troublesome one in my case.
What is still enabled when 9 is used?
