Are the Fedora ISOs unchangeable?

Very unlikely. Remember that in FC4 there was a bug that effected many
people where they had to type garbage into the boot: line before booting
the installer due to a syslinux bug. No updated ISO was published for
that. The FC2 installer made partition table changes that confused
Windows, but no update was done for that either.
