yum local repos first?

Actually, I have done that, but it just pushes the problem
to other repositories, like extras.  I don't have space to 
mirror everything, or the bandwidth to download it.

What I want is a download once enviroment -- once a 
package gets downloaded, it sticks around for all further
installs on any machine on the local network.
