No matter what you do, you'll be limited to the 1.5MBits per second 
of the T1 so speed won't increase without a new link of some kind.  
You might consider a wireless link if you have a line-of-sight 
between the two buildings.  It's a pretty long haul but with the 
proper equipment and antennas you might be able to span the 
distance.
