network boot/ install and grub?

Not with the USB install image. It does not have a root file system
on it. It is boot image designed to boot the install kernel and
ramdisk image.

You may want to look at something like the System Rescue CD that can
be made into a pen drive system instead of a CD.

I am not sure it has the tools you need, but it is worth a look. It
does have documentation on how to put it on a "USB-stick". You will
need at least 128 meg.
