This is one of my annoyances as well, but I've not searched hard
enough to find a solution until now (I think). The subversion package
comes with a bash_completion file of its own which seems to handle
directories better. I haven't used this much yet to see how well it
works for other things or if it causes any conflicts with the svn
completion already included in the bash-completion package.
To try it out:
$ . /usr/share/doc/subversion-1.3.2/tools/client-side/bash_completion
