Ulimit provides access to the getrlimit/setrlimit functionality from
the shell on a per-process basis.  It's often diddled in the system-wide
bashrc.  Users can't up their own limits, but can reduce them.  If the
value set anywhere in scope by a ulimit call is lower than the value in
sysctl.conf, that lower value take precedence.
