I navigated there from the Release Notes -> Download button in sidebar ->
Download Server button in sidebar -> Core link -> 5 link -> i386 link -> os
link -> Fedora link -> RPMS/ link.

Also `yumdownloader kernel-devel-2.6.15` works.
