As usual, the many have it wrong:

To bring this back on topic, Redhat is a corporation, and can be required
by its shareholders to stop doing things that don't contribute to the share
price.  The corpration's officers can be held personally financially liable
in court.  They need to be able to show at least a plausible benefit for
supporting FOSS and Fedora.

A professional survey is probably the way to go, and likely to be the most
accurate option.
