cpio: the folder is make not conform to umask setting

Both main.c in cpio-2.6 and copyin in cpio 2.7 starts by setting
umask(0), changing this will probably break other things.

If I were you I would ask for a solution on the mailing list 
bug-cpio at gnu.org
