ntpd and kernel message set_rtc_mmss: can't update

My firewall is letting every thing in and out on port 123, and I have
servers inb the step-tickers file.

Here is the output from the trace and ntpq comands:

One thing I have noticed is the reach value is different every time I run ntpq.
