VSFTP question - can't upload (553)

iptables perhaps?  Do an "iptables -L -n -v".  It is possible to open 
the FTP port but yet transfers don't work, usually because FTP uses a 
different port to do the transfers.  Also, can you upload to *any* 
directory?
