CUPS is running fine.  So KDE is at fault somehow.

Yes, that's the sort of rubbish KDE tends to write
into /etc/cups/cupsd.conf.  My suggestion is to (a) restore the default
CUPS configuration (hopefully KDE has left you a backup), and (b) avoid
the KDE print config tool.
