That's exactly why. :-)
The CUPS web interface (and system-config-printer, which behaves in the
same way) shows *available* devices. The 'parallel' CUPS backend looks
for parallel ports. If it doesn't find any, there will not be an option
for a parallel port when setting up a new queue.
The udev problem is that, for some reason, /dev/lp0 is not getting
created.
