Booting concurrency

Does Fedora support using multiple CPUs (or multi-core CPUs) for booting 
with concurrency?

I just noticed this tutorial for Ubuntu:

It mentions an entry in /etc/init.d/rc (which possibly corresponds to 
Fedora's /etc/rc)
Anything like this on Fedora?

Is this by any chance specific to Upstart?
