I have a similar setup and have my own local zone as well. I am not
seeing this problem. However, in /var/named/chroot/var/named/, files
are owned by root:named and the three directories (data, dynamic, and
slaves) by named:named. Also:

[root at charlesc etc]# ll /var/named/chroot/var/
total 40
drwxr-x--- 5 root named 4096 2003-03-13 16:22 .
drwxr-x--- 6 root named 4096 2007-07-26 10:11 ..
drwxr-x--- 5 root named 4096 2007-07-26 10:11 named
drwxr-x--- 4 root named 4096 2003-03-13 16:22 run
drwxrwx--- 2 named named 4096 2003-03-13 16:22 tmp

Have you checked /var/log/messages for error messages?
