useradd ignores -K CREATE_MAIL_SPOOL=no

I cannot change the default setting of CREATE_MAIL_SPOOL (/etc/default/useradd)
any more from the command line!
# useradd -K UID_MAX=499 -K CREATE_MAIL_SPOOL=no testtt
configuration error - unknown item 'CREATE_MAIL_SPOOL' (notify administrator)
This happens with an uptodate fedora 7 : shadow-utils-4.0.18.1-15.fc7
I think the original version 4.0.18.1-13.fc7 did not have this behavior.
Is there a new way not to create the mail spool from command line?
