/desktop/gnome/background/draw_background ignored

I am running gnome-settings-daemon under fluxbox to make the gtk 
applications look pretty. And this is the only function of this daemon I 
want to utilize. In order to prevent it to change the wallpaper there is 
a gconf key:

$ gconftool-2 -g /desktop/gnome/background/draw_background
false

It always worked well till FC7, when gnome-settings-daemon started 
ignoring the value of that key. I hoped that it will be fixed in F8 but 
gnome background is still drawn on top of the one I set with feh.

Does anybody know how to fight this problem?

I'm running FC8 on i386 and x86_64 hardware, should this matter.
