mouse wheel grabs focus

Using Gnome, GEdit, and Firefox, I can type in GEdit and scroll Firefox
with the wheel without losing focus in GEdit.  In case it matters, I
disbled the middle mouse button as I used to get middle clicks when
scrolling.
