mouse wheel grabs focus

It's not often I agree with Mike, and he'd know...  ;-)  But I strongly
agree in this case.  Even worse is when windows automatically flick to
the front just because the mouse passed over them.

I don't mind that the scroll wheel works on the window under the mouse,
without having to activate it.  But other aspects of focus follows mouse
I find to be a nuisance.
