The reason is SELinux in enforcing mode (with policy Targeted) as under
SELinux permissive mode I can update KMenu.
So I digged into SElinux logging using tool audit2allow which reckon following
new policy :
...
require {
class filesystem associate;
type fs_t;
type unlabeled_t;
role object_r;
};
allow unlabeled_t fs_t:filesystem associate;
...
I installed it
(for howto see http://fedora.redhat.com/docs/selinux-faq-fc5/#id2961385)
and KMenu update is now working under enforcing SELinux mode.
