You don't have the needed development packages installed.  I also
think that the Gnome Task Scheduler available from Tucows is pretty
old.  The software is dated sometime in 2000. You might have a hard
time building gnome software that is 7 years old.

Searching the web for "Gnome Task Scheduler" I found a link to what
seems to be a homepage for another project with the same name (it may
or may not be related:

    http://www.cs.duke.edu/~reynolds/gat/

There, the current version available is 0.9.2.  It is still pretty old
(2004).

You may have better luck with gnome-schedule which is included in
Fedora Extras.  You can install it via:

    yum install gnome-schedule
