Because previously, there was no way to sign up without one. Now, in select
countries (currently, Australia, Indonesia, Malaysia, New Zealand, The
Philippines, Singapore, Thailand, Turkey, and the U.S.) you can send a text
message to your mobile phone that will allow sign up, assuming you have a
mobile phone. Otherwise, no way in.
