/usr/share/doc/hal-0.5.8.1/conf/storage-skip-all.fdi does not work for USB or CD in FC6

Hi!

I am trying to disable mount for removable devices (USB, CD) in FC6 but
/usr/share/doc/hal-0.5.8.1/conf/storage-skip-all.fdi copied to
/usr/share/hal/fdi/policy/95userpolicy does not work, USB and CD gets mounted anyway.

Tried restarting haldaemon, rebooting, nothing helps.

Any ideas ?
