Well, as I mentioned in the note I added to to the bug, it might
be best if anaconda wasn't the one that constructed /etc/sysconfig/kernel,
but instead anaconda merely installed a xen-sysconfig-kernel.noarch.rpm
as part of the virtualization group. Installing it could build
the kernel-xen default, and un-installing it could change back to
just kernel.

That way not only would this work out right when I uninstalled
everything with "xen" in the name (or even if I re-installed it),
but anaconda would be simpler because it wouldn't need to
fool with /etc/sysconfig/kernel at all.
