How to get Festival text to speech working?

I tried it and the program works fine on my computer. I made a test.txt 
file and it put sound out fine.

/dev/dsp shows crw-rw----+ 1 jim root

Are you running it via a GUI? If not, the permissions for /dev/dsp might 
need to be set to the correct permissions.
