There are two types of backups.

One is where the file name has a "~" appended to it's name.  This is
done by text editors like gedit in the Gnome desktop.

The one you are asking about is where a "-" is appended to it's name and
this is also a backup, but, I believe, this backup is created by the
various User/Group Management tools, like useradd, groupadd,
system-config-users, etc.
