Yes.  The hardware looks like is all unmuted.

I did receive a suggestion to re-enable the onboard modem.  This did
change the behavior.  With the modem disabled, playing the test sound
from the SC-config app returned almost immediately.  With the modem
enabled, the app seems to be doing something, i.e. playing a tune.  

So...that at least was part of my problem.
