I suspect that this is the result of an abusive "download accelerator" program
of some kind.  It probably tries to flood you with data requests in an attempt
to use all of your bandwidth to complete the download.

Just a guess on my part, though.  Did the UserAgent string tell you anything of
value?  (It's the easiest thing in the world to fake so it probably doesn't
mean much anyway but...)
