Default behavior w/iptables disabled

I'm having problems configuring my firewall properly and I wanted to start fresh.  I zeroed out all my rules but my web client is still able to access my target web server.  I also turned off the firewall via the network config GUI and issued an /etc/init.d/network stop with identical results.  Does an F7 box with no rules allow all traffic through by default?
