Not sure if this will work, but try swapping the order in /etc/hosts so
it looks like:
127.0.0.1 localhost.localdomain localhost weather.admin.niu.edu weather
Something might be doing a reverse lookup and getting upset at the
"first name" not being localhost.localdomain....
