Apache / Nagios - 403 error problem

May be, the httpd daemon is running as nagios user and group, and can access
the nagios DocumentRoot,
while DocumentRoot of other websites have some other user/group permission
bits (which nagios user can't read)??

Can somebody give me the right direction or a howto / faq in order to get
