Unfortunately it does happen.  A recent example on one of our machines 
is at:

No recent kernels are bootable.  Having provided all the debugging info 
I can it seems that this is too much of a corner case to grab anyones 
attention.  However, it's a machine which will have to move off Fedora 
come F8.

I have to say that my experience with bugzilla has not been great. 
Quite a few bugs reported and followed up.  Very few fixed.
