Why Restart & Shutdown Buttons on login screen

It's handy to be able to shut down without having to log on.  I have
rebooted instead of shutting down, occasionally.  And then there's
computers that were left running for the next person, and won't be
needed anymore.

How new's "new"?  It's been there for years...  

At least one handy thing about it is that it's a simple thing to look at
that shows that the computer hasn't crashed.
