Why Restart & Shutdown Buttons on login screen

Yes, I'm thinking more of:  At some time you glance at an idle box, see
the clock, and notice that it appears fine or jammed up some time ago.
Rather than watching a box just waiting for activity.

I'm not sure that you could do that on the log-in screen, nor whether
that'd be a good idea for security reasons, though it would be for real
screen *saving* reasons.
