Looks like you/they are trying to use the old sysfs interface
to cfg80211 for creating new wireless interfaces.  That has been
deprecated upstream for a really long time, although we perpetuated
in Fedora through F8 or so.

You/they will need to change airmon-ng to use the nl80211
(netlink-based) interface to cfg80211 instead.
