This is no-op for an existing RPM database. It cannot help you. It is
used to initialise a new non-existing database.

Where did you run that? And did you ensure that no other rpm process is active?

Does  rpm -Uvh /var/cache/yum/updates/packages/bash-3.2-19.fc8.x86_64.rpm
  work?
