modprobe & blacklist

Thank you Tod:
lsmod does show two modules are loaded: garmin_gps, usbserial
Adding both of them to /etc/modprobe.d/blacklist doesn't prevent
loading them when the GPS receiver is connected. Where do hotplug
scripts live?
